Decommissioned Emerald City - Xaver Payne & PINHEAD
Minister of Science of the Emerald Spears' Dominion in the Decommissioned era of alt 21XX. Also known as "Minister X". Descendant of Xander Payne, the original leader of the Emerald Spears and the Mr.X of the Archie Mega Man comics. His refitted X-Crusher, called the Personal Inviolable Nigh-Hermetic Executive Administration Device (or something like that) is mainly defensive in design, allowing the mad genius to safely hover over and observe his poor research subjects. As with the other ministers, the design idea is lots of green, high-class outfits, and this guy gets some contrasting secondary color purple to add to his villainous style. His version of the 'rose-colored glasses' take the form of goggles. Each of the Emerald Spears' mechs in this era are named after characters from the classic Oz books particularly associated with the Emerald City, this one being the Wizard himself. I considered having the X-Crusher painted over with a pattern that more evoked the big angry face of the Great and Powerful Oz of the 1939 film, but the Spears in the story specifically hate robots and are all about subtracting anthropomorphic features from their machines rather than adding them. Besides, I liked the idea of the X eyes for thematic purposes more.
