Decom - Emerald City - Isabel Ocana & Ozma

Prime Minister of the Emerald Spears' Dominion in the Decommissioned era of alt 21XX. Besides being at the top of the megalopolian government, she's also a star player in the Mega-Soccer League with her personal mech, Ozma. She's the descendant of Esme Ocana / HuMan and has inherited a version of Amatista's jewel whips. Ozma is largely based on the HuMan armor, which was itself based on Wily's armor from Mega Man Soccer. The emitters on its feet create projectiles based on the Mega Ball weapon from MM8. I figured the big boss machine of the Emerald Spears ought to have a literal spear weapon, while we're at it. Ocana also has a spear-based hair ornament. As with the other ministers, the design idea is lots of green, high-class outfits, and some version of 'rose-colored glasses'. Each of the Emerald Spears' mechs in this era are named after characters from the classic Oz books particularly associated with the Emerald City, this one being Princess Ozma.
